Job Description
Regional Manager of Inventory, Logistics, Technology and Transportation (Central Zone), Permanent Full-Time
Supply Chain Shared Service Department, Facility and Location to be determined
Definition of work:
Reporting to the Provincial Manager, Inventory, Logistics, Technology and transportation, this position will support the vision and mandate of the Provincial Supply Chain Shared Service Department (SC-SSD) by developing, implementing and maintaining the Inventory, Logistics, Technology and Transportation division with the health authority and site(s) it supports to meet the customers' and organizations' requirements for: quality, safety, reliability, operational efficiency and overall value.
The Regional Manager designs, implements and leads the division's operation, standardization, continuous improvement, and integration of receiving, shipping, picking, and put-away capabilities into the provincial Supply Chain Department to assist the health organizations' achieve their strategic goals.
In that capacity, this position will:
* partner and collaborate with the health organization it serves to reach an agreed level of satisfaction;
* ensure that staff are aware they will be accountable for achieving the desired results through planned program evaluation and individual performance appraisal;
* prioritize work, implement the strategies, check the results, compare against benchmarks, and implement continuous process improvement initiatives using techniques such as Lean, Six Sigma, Total Quality Management, Value Mapping, etc.;
* maintain strong relationships with logistics stakeholders;
* ensure the physical security of each facility under its auspices by implementing appropriate protocols and supply chain best practices to safeguard staff and contents;
* maintain physical condition of each facility under its auspices by ensuring equipment is functional and any asset repairs and/or replacements are facilitated;
* optimize processing efficiencies by planning and implementing new design layouts such as placing high-turn items close to packing and shipping areas and implement storage solutions that protect the quality of the products and provide quick and easy access to them;
* maintain high inventory accuracy and control inventory levels through inventory audits, physical inventory counts, and cycle counting and compare results against an established baseline and customer demand;
* oversee the storage, receipt and shipping of materials to the local health authority in a manner that is consistent with the Performance Management Framework and SC-SSD key performance indicators;
* monitor the effectiveness of warehouse and inventory technology in relation to its return on investment and optimization;
* monitor financial and budget performance;
* confer with other department staff to standardize, optimize, and coordinate inventory management activities;
* manage hazardous material in compliance to the laws including: proper packaging, labeling, handling, storage, and waste practices; and ensure staff are trained accordingly;
* manage performance to targets by generating reports in support of key performance indicators and measurements and analyze, report on, and act upon the findings.;
* coordinate customer demand to maximize freight distribution requirements and attain cost efficiencies;
* determine customers' needs for receiving; put-away; picking; issuing; inventory planning, management, and disposal/repurposing; warranty management; returns; and shipping and update planning and financial information accurately in accordance with fiscal stewardship;
* support sustainability initiatives including material use reduction, reverse logistics, and recycling programs strategies and initiatives;
* complete special projects as required;
* collaborate with Purchase Operations division to:
* manage surplus and obsolete inventories and disposal of goods and equipment; and
* identify strategies to minimize inventory wastage;
* manage people, processes and technology in line with legislative requirements, collective agreements, risk tolerances of the customers and performance expectations; and
* understand current industry and government regulations governing sustainability, security and safety and ensure policies, procedures and practices are in compliance (e.g.: corporate social responsibility or hazardous materials handling laws).
The successful candidate must demonstrate an awareness of and be responsible for promoting and supporting person-and family-centered care, demonstrate a commitment to safety and partner with all team members to improve worker and patient safety by integrating safety into work practices, identifying risks and implementing improvements.
Required qualifications:
* An undergraduate degree or equivalent in business, supply chain or related field.
* Three years' experience managing people and process in a complex inventory, logistics, technology, and transportation environment; financial management; analytics; project management; managing changes; and relationship management.
* Demonstrated supply chain experience in: inventory, logistics, material handling, distribution planning, vendor managed inventory, transportation, warehousing/stores, supply chain synchronization; supplier relationship management, waste management, and risk management.
* Proven leadership skills in each of the Leads domains: leads self, engage others, achieve results, develop coalitions, and systems thinking; customer relations, conflict management, planning, and organizing.
* A satisfactory record of work performance and attendance is required for this position.
* A satisfactory certificate of conduct from the RCMP or local police authority.
An equivalent combination of education and experience may be considered. Applicants claiming equivalency are required to explain in their cover letter how their education and experience meet the required qualifications.
Preferred qualifications:
* A designation in one of the supply chain professional streams (CSCP, CPIM, CPSM, CTL, CML, CPL, SCMP or related designation).
* Proven ability to resolve conflicts and facilitate solutions in a multi-disciplinary environment.
* Demonstrated integrity, creativity, continuous learning, effective communications, interpersonal skills, integrative systems thinking, and awareness of the needs of others.
* Knowledge and/or experience with process and quality improvement techniques including: Lean, Six Sigma, Change Management, Total Quality Management, etc.
Hours of work:
70 hours biweekly
Salary:
HL 20 ($67,978 - $88,372)
